I have received a letter in reply to communication

Letter

which I made to Mimister for Foreign Affairs.

states that Govermr of Macao has telegraphed denying

that he informed Portuguese Chargé d'Affaires that he

was about to undertake wots in debateable ground but stat-

ing that he had expressed fear that seeing that Chinese

protested against everything done in Macao waters, contem-

plated works near Malauchau outside the interior port

might give rise to objections.

His Excellency adds that with a view to avoiding

trouble orders have been sent to Governor to undertake

no works outside interior port. He states that

Portuguese Government will respect status quo prescribed

by Treaty of 1887 but that they cannot admit that China

should fårbid works in zone which according to Treaty is

under their jurisdiction, works which are necessary
